White House to Ask for $12 Billion Down Payment for Harvey Relief - New York Times

WASHINGTON — The White House plans to request around $12 billion as a down payment for the victims of Hurricane Harvey, with an initial $5.9 billion for Congress to approve in the coming days and another $6 billion by the end of the month, White House officials said Friday.

The first, stand-alone bill would channel $5.5 billion to the Federal Emergency Management Agency and $400 million to other agencies, including the Small Business Administration.

That request, which might be sent to congressional leaders as early as Friday evening, will include a letter of Mr. Trump’s intention to request an additional $6 billion to replenish the federal disaster relief funds, to be added to a stopgap spending bill that Congress must pass before the end of the month to keep the government open, according to a senior administration official who helped draft the proposal.
